Sharks Pacific is requesting proposals for a Game-Theoretic Analysis of Voting versus Consensus Decision-Making in the Western and Central Pacific Fisheries Commission.
Sharks Pacific seeks to engage a qualified game theorist or research team with expertise in institutional economics, international relations, and/or public choice theory to conduct a comprehensive analysis that will:
- Map the strategic structure of WCPFC decision-making, identifying how current rules create incentives for consensus-seeking versus voting behaviour
- Model coalition formation dynamics under consensus and voting scenarios, with particular attention to PICT interests and FFA coordination
- Analyse voting power distribution under the dual-chamber system and identify conditions under which different coalitions could form stable majorities
- Assess the stability of cooperation in a repeated-game framework, examining how voting versus consensus affects long-term reciprocity and compliance
- Evaluate alternative institutional designs and their likely effects on decision-making efficiency, conservation outcomes, and distributional fairness
- Provide actionable insights for PICT delegations on strategic considerations around voting, coalition building, and institutional reform
